Well if they where from the UAE it would be the royal family. The fewer the numbers on your plate the higher you are in the standing lol. Well at least that was what i was told. Hell the last auto show there they where placing a #1 up for auction and they figured it would fetch like 10 million crap cant remember dubais currancy right now lol.

Thats the blue that is available now for the 2009s.. although that is a 2008.. i believe that user is from dubai, and they had the lancer with that blue and projectors as an option...

its called Deep Blue Mica..
and thisis not the same blue that you guys get on the 09 lancers, deep blue mica is darker!

 

That color blue is also on the 09 gallant. They have one in the dealership. Funny i actually commented on the color it wont be on any Lancers in NA, Every country gets there special colors i guess.
