pzev came out for some Cali regulations....Fed is everywhere else...diff is pzev has some power restrictions as in HP, theres like a 10-15 HP diff...dont remember exactly how but you can search it...hope that helps
Pzev has a different exhuast manifold for better emissions. Lancers in other states have the pzev version as well not just Cali. Look at the model code on the front passenger door. CY4AS****2M – FED CY4AS****3M – Canada (Uses FED Header) CY4AS****7M – PZEV
Yes it does affect performance, especially since I think the difference is another Cat. Conv. but not 100% sure so dont quote me on it.

Yeah they fit you just have to put them on upside down. JK, lol I really don't know if the 4B12 and 4B11 headers are the same I suggest emailing RRM. (I know upside down wouldnt work at all just wasting time at work.)
