Can we Remove the Cali restriction?

Hate to say it but I don't even own a Lancer, so as of this time, I can not for certain tell you which parts or electronic coding is needed to change the car out. If I had a vehicle, I could take a Saturday and tinker with it until I got some kind of answer, but that aint happenen any time soon as I live in Houston, TX. Sorry.
