Has anybody converted the rear drum brakes on an 2002 lancer oz rally into disk brakes? If so what did you use and how did you perform it?
Your cheapest route is to find a 04-06 Ralliart in a junkyard. Friend of mine had a 04 ES..found a RA and pulled the setup from it...cost him about 150 bucks and half day's work.
Are eclipse brakes compatible too? also i heard if i used eclipse brakes i would have to go to 5 lug wheels...would that be true?
No the Eclipse is not compatible. If you do the Ralliart swap then you will need new rims since they are 5 lug.

On to the front 5-lug conversion. The Ralliart and Lancer use the same spindle assembly, wheel bearing, etc.. You only need to change out the calipers and hub assemblies. The best route would be to source the entire spindle assembly from a Ralliart with the 5-lug hub already installed and maybe the caliper included.
