i appreciate any help with this idea

im thinking about powdercoating my stock 09 gts rims black

then useing octane blue pearl paint
painting only the face of the spokes and the lip where the spokes meet it to almost the edge about 1/8 " from edge remaining black powdercoating and the mitsubishi logo on center cap octane blue to go with my 09 gts

and finishing it all off with a high gloss clear coat if i can find 1 that can handle the brake heat

    COLOR EXAMPLE

oh you wanted the lip blue too? My bad :(

and you just have to select the parts you want using the lasso tool, then changing the color by going to image>adjust>hue/saturation or brightness/contrast. Thats how i do it on my photoshop. There are tutorials on google that may help too, thats how i learned.
